Gugu Badhun Negotiation Team

Are you interested in gaining skills and experience in negotiation as a member of a Gugu Badhun Negotiation Team?

What is the purpose of a Negotiation Team:

At times Gugu Badhun Aboriginal Corporation (GBAC) needs to enter into agreements with outside companies or businesses for the purpose of developing an Indigenous Land Use Agreement (ILUA) which is an agreement under the Native Title Act to protect our rights.

For example, ILUAs can be made for the following purposes:

• native title holders agreeing to a future development on, or which affects country

• gaining access to country or an area on country

• gaining compensation for the loss of, or matters that may impact on our native title rights and interests

• creating a protocol (policy/procedure) for dealing with Aboriginal or Torres Strait Islander cultural heritage matters

• providing economic and social benefits for Aboriginal and Torres Strait Islander people and communities.

How does a Negotiation Team Function:

Negotiations consist of two teams, the outside company or business negotiating team and the Gugu Badhun negotiating team. Both teams will come together each with a proposal for what they want to get out of the negotiations and over a series of meetings negotiations back and forth will end up resulting in an agreement. GBAC has developed standard protocols (policies/procedures) for items such as Cultural Heritage Management and benefits for Gugu Badhun people such as employment and training; scholarships and cadetships; and business opportunities.

Make up of a Negotiation Team:

We try to have equal male and female members on the team, some with negotiation skills and experience and some inexperienced members. Where possible we try to have representation from different family groups across a number of negotiating teams.

Numbers on a team usually range from 4 – 6 people.

Who is eligible to be on a Negotiation Team,

You must be a Gugu Badhun person over 18 years of age and be able to commit to attending all the negotiation meetings. Meetings are usually held in the evenings to cater for people who work during the day. The number of meetings and meeting times vary depending on the type and nature of the negotiations.

If you are new to being on a Negotiation Team you will be mentored by an experienced person.

Negotiating Team members must conduct themselves in a professional manner during negotiations remembering that they are representing Gugu Badhun people.

All matters discussed at negotiation meetings are confidential and must not be discussed outside the meetings in any public forum or on any form of social media.

2021 National NAIDOC Male Elder of the Year

DR ERNEST HOOLIHAN, AM

2021 NATIONAL NAIDOC MALE ELDER OF THE YEAR

We extend our congratulations to Gugu Badhun Elder Ernest Hoolihan as the 2021 recipient of the National NAIDOC Male Elder of The Year Award.

His achievements have enriched our communities. Ernest will join just 280 recipients proudly honoured and celebrated since 1985 as National NAIDOC Award winners.

Ernest Hoolihan was born in the far-north Queensland town of Ingham, later moving to Townsville with his family. There he became the first Aboriginal person to attain a scholarship with the Townsville Grammar School.

A keen athlete, Ernest had a passion for many sports including Athletics, football and table tennis in his youth.  Ernest has been a keen advocate for First Nation people’s rights and has a long list of outstanding achievements including his involvement in the beginnings of many local Townsville Aboriginal Community organisations. 

In 1973, Ernest and his late wife Maud helped established Yumba-Meta Limited, a service that provides long term affordable accommodation to local community.

Today he continues to make significant contributions to the advancement of individual wellbeing in Aboriginal and Torres Strait Islander communities.
